MEASURING THE TECHNICAL AND ALLOCATIVE EFFICIENCYAND PRODUCTIVITY CHANGE IN ABU GHRAIB DAIRY

Abstract

Abu Ghraib dairy factory is one of the largest dairy factories in Iraq, it issuffering from a production and technical problems and shorting in theadministration, which is reflected on the optimal use of factors of production. Therefore, the aim of research to measure the efficiency of technical anddistributive , change in productivity, and technological change in the factory forthe period 2009-2015, by using the envelopment data analysis, the technicalefficiency estimated under constant and variable returns to scale it was 0.89 thatmean which can achieve the same output level by using 89% of the inputcombination, either scale efficiency 0.75.This means that can increase productionby 25%, while the a locative efficiency reached 0.79, this indicates that the redistributionof resources will decrees 21% of the production cost at the sameproduction level. Cost efficiency was estimated by two methods, the first DEAmethod 0.70 , this mean the factory can decrees cost production by 30%, thesecond method SFA amounted to 0.11 which is low indicate a significantdeviation in actual production for optimal production and that there is a loss ofresources, while technical change obtained by Malmquist index 1.24
