Abstract

Public policy has received great attention from Western political scientists, especially Americans, after the Second World War, many of them directed towards the study and analysis of public policies and many organizations, institutions and colleges specialized in studying government policies, and many scientific journals concerned with public policy issues and their types were established. The term public policy has spread in Arab universities and political science colleges for more than three decades, but public policy still suffers from a lack of clarity in usage. The lack of understanding of the function of public policy has affected the political process, and governmental and legislative work has not benefited from public policy research in solving the problems of society. As for the developed countries, they have made public policy the primary tool in facing society's demands and solving its problems.
