The Position president Republic In Making The Decision In Turkey

Abstract

This Study tries to illustrate the role of the president of the republic in making both internal and external political decision in Turkey in accordance with the three Turkish constitutions which had been issued in Successive periods (1924, 1961,1982). The president of Turkey had practiced both legislative and excutive powers in the constitution of 1924 which included the Grand Turkish National Assembly as the president of the state was the leader of the ruling party. But this changed after the constitution of 1961 had been issued. The excutive power had become in the hand of the president and ministers council. As for the legislative power it has become in the hand of the National AssemblyConcerning the power of the state president, it has enlarged after 1982 on account of both legislative and excutive powers and some presidents of Turkey had practiced powers which exceeded those given to them in making the political decision in the light of their personal and leading characteristics.
