Abstract Since ancient times, the phenomenon of corruption in societies was appeared. The corruption in societies not limited to people without the other, or country or culture without the other, It’s vary in size between the community and another. In spite of the presence of corruption in most societies, however, that the environment is associated with some types of political regimes, authoritarianism and dictatorship Regimes encourages the emergence and spread of the phenomenon of corruption in society. While, this corruption was decreased in democratic regimes that basis in the foundations of respect for human rights and public freedoms, transparency and accountability and the rule of law. This research deals with the phenomenon of corruption, economic and social impacts that affect the development plans in various communities through three sections.
