Many empirical studies concluded that the rapid growth of exports accelerates economic growth, and proved the experiences of developing countries that have adopted export promotion policy as giving means economic growth faster than achieved under the import substitution policy or other policies . South Korean economy over the several stages of economic development, starting from the early sixties : first stage the groundwork for development, the second stage: the development of heavy industry and chemical industries, the third stage: the industrial structural adjustment, the fourth stage globalize Korean industrial sector. Directive state intervention in the economy: Features which characterize President is (flexibility, selectivity, consistency and focus( Economic diversification policy, interest in education and scientific research, attract foreign investment, the establishment of industrial groups, " Chaebol" and the role of the external factor: The United States contributed to the development in South Korea Korean experience shows the importance of flexibility in both the planning and management of labor policies.
ظهر انموذج الاوز الطائر التنموي في عام 1937 من قبل الاقتصادي الياباني Akamatsu) ) ثم اتسع صيتها على يد ( كامنغز ) عام 1984 كنظرية بديلة لنماذج التنمية الصناعية التي يطرحها الغرب وهو انموذج او نظرية تصف عملية النمو الاقتصادي كأسراب الاوز الطائر ، إذ تأتي اليابان في مقدمة السرب بوصفها الاوزة القائدة ، ويليها السرب الاول والذي يضم كلا من ( كوريا الجنوبية وتايوان وهونج كونج وسنغافورة ) اما السرب الثاني فيضم ( ماليزيا وتايلاند واندونيسيا ) واخيراً السرب الثالث و يشمل ( كمبوديا وفيتنام ) ويفصل بين كل سرب واخر مسافة تحددها سرعة السرب ومقدار علو طيرانه ، وهو ما يعكس مرحلة ونمط التطور الاقتصادي في كل دولة . لقد توصلت العديد من الدراسات التجريبية الى ان النمو السريع للصادرات يعجل من النمو الاقتصادي ، واثبتت تجارب الدول النامية التي تبنت سياسة تشجيع الصادرات انها تهيئ وسائل النمو الاقتصادي على نحو اسرع مما يتحقق في ظل سياسة إحلال الواردات او السياسات الاخرى . مرت تنمية الاقتصاد الكوري الجنوبي بعدة مراحل وذلك ابتداءاً من مطلع الستينيات حتى الوقت الراهن ، ويمكن تقسيم تلك المراحل الى اربعة مراحل : (الاولى :وضع اسس التنمية ، المرحلة الثانية : تطوير الصناعات الثقيلة والصناعات الكيمياوية ، المرحلة الثالثة : التصحيح الهيكلي الصناعي ، ثم المرحلة الرابعة وهي عولمة القطاع الصناعي الكوري ، ان النجاح الكوري الجنوبي في المجال الاقتصادي كانت لها ميكانزمات او عوامل ومنها تدخل الدولة التوجيهي في الاقتصاد والذي اتصف بدوره بالمرونة ، الانتقائية ، التناسق و العوامل الاخرى هي اتباع سياسة التنويع الاقتصادي ، الاهتمام بالتعليم والبحث العلمي ، استقطاب الاستثمارات الاجنبية ، اقامة المجمعات الصناعية " الشيبول و اخيراً دور العامل الخارجي فقد ساهمت الولايات المتحدة في تنمية كوريا الجنوبية ، وتبين التجربة الكورية اهمية المرونة في كل من التخطيط و إدارة سياسات العمل .} }
