And any changes in the international oil prices will influence the development process in these economies. However, due to the crucial role of GCC in the international oil market and the importance of its oil policies in maintaining a balanced global oil market and the importance of oil revenues to the economies of GCC as a major source of the public budget. Hence, the growth rates and investment of other economic sectors are reliant on the oil export revenues. The objective of this paper is to identify the factors that affect the international oil prices and its influences on the exporter countries. The study revealed that the GCC countries must abide by the decisions of OPEC and its production quotas in order to maintain rights of other oil producing countries and avoid to exceed level of limited oil quotas and declining level of oil prices.

يمتلك مجلس التعاون لدول الخليج العربية ثروات نفطية هائلة، وبما أن النفط يعد أهم مصدر للطاقة ومادة أولية للعديد من الصناعات، فأن أي تغيرات في أسعاره العالمية يؤثر على مسارات التنمية في دول مجلس التعاون الخليجي، ونظراً لأهمية دور مجلس التعاون الخليجي في سوق النفط الدولية وأهمية سياساتها النفطية في حفظ التوازن النفطي العالمي وأهمية الإيرادات النفطية في اقتصادات دولها، إذ إنها الممول الرئيس لموازنتها، ومن ثم تعتمد معدلات النمو والاستثمار في القطاعات الاقتصادية الأخرى على تلك الإيرادات، ويهدف البحث إلى التعرف على الإمكانات النفطية لدولها، فضلاً عن التعرف على العوامل التي تؤثر على أسعار النفط العالمية، ومدى تأثر دولها بتلك التغييرات. وقد توصل البحث إلى الاستنتاج الرئيس وهو ضرورة التزام دول المجلس بما تقرره منظمة الأوبك من حصص الإنتاج ضمن برنامجها، إذ إنها وضعت للمحافظة على حقوق الدول النفطية وعدم زيادة الإنتاج بكميات كبيرة بحيث لا تؤدي إلى انخفاض أسعار النفط.
