تأسست في المملكة المتحدة العديد من الأحزاب السياسية منذ نشأتها كدولة ذات سيادة، وكان لكل منها برامجه وأهدافه ونشاطاته وثقله في المجتمع البريطاني وتأثيره في الحياة السياسية والاقتصادية ، من خلال الشعارات والبرامج التي طرحها في الدورات الانتخابية ومن ثم يتحدد نجاحها او فشلها على مقدار تطبقيها على ارض الواقع .يعود تاريخ الحركة الحزبية في بريطانيا، إلى بداية القرن السابع عشر حين أخذت تتبلور داخل صفوف البريطانيين عامة وأعضاء البرلمان، بصفة خاصة اتجاهات ومواقف فكرية وسياسية معبرة عن المصالح الاقتصادية والاجتماعية المتباينة لكل من الطبقتين الأرستقراطية والبرجوازية. وكان من أهم القضايا المطروحة على بساط البحث في ذلك الحين: الموقف من قضية الإصلاح الديني وما يتفرع عنها من تسامح تجاه أتباع المذاهب الدينية المختلفة، والموقف من علاقة البرلمان بالملك والتوازن الذي يمكن أن يقوم بينهما. ولقد انقسمت هذه الاتجاهات إلى حزبين كبيرين متعارضين هما "التوريز" (Torys) المعبر عن الاتجاه المحافظ للطبقة الأرستقراطية، وحزب "الويكز" (Wight) المعبر عن الاتجاه الليبيرالي (التحرري) للطبقة البرجوازية الناشئة ، وتولى هذان الحزبان الكبيران قيادة الحياة السياسية البريطانية، وأسهم وجودهما وتنافسهما الدائم على السلطة في رسم معالم النظام البرلماني وإرساء قواعده الرئيسة، ومنذ القرن التاسع عشر بدأ الحزب الأول يعرف باسم حزب المحافظين في حين اتخذ الثاني لنفسه اسم حزب الأحرار. ومع بداية القرن العشرين وازدياد نفوذ الطبقة العاملة وانتشار الافكار الاشتراكية بتأسيس حزب ثالث هو (حزب العمال). وبقي هذا الحزب يحتل دور القوة الثالثة في البلاد ألا أن مكّنته أحداث الحرب العالمية الأولى، والنتائج التي تمخضت عنها على الصعيدين الاجتماعي والاقتصادي من الفوز بالانتخابات التشريعية العامة، للمرة الأولى، في عام 1924، وذلك بعد أن استأثر بتأييد ودعم الأغلبية الساحقة من أنصار حزب الأحرار وبذلك تحول حزب العمال إلى قوة رئيسية في البلاد إلى جانب حزب المحافظين أما حزب الأحرار فقد أخذت مكانته تضعف تدريجيا بعد أن تحول قسم آخر من أنصاره لتأييد حزب المحافظين. إن دراسة وضع الأحزاب الاتحادية في بريطانيا، رجالاتها وتناقضاتها، يبدو من الأهمية إذا ما أخذنا بالاعتبار إن هذه الأحزاب قادت وفي الوقت نفسه عملية البناء السياسي والاقتصادي للمملكة المتحدة .
