The powers of both the president and the prime minister differ according to the constitution of each state. Some states have a president who has a constitutional authority. The state is the dominant power of the executive branch. This domination is defined by the constitution. The president of the republic is the commander-in-chief of the armed forces. He has the authority to appoint ministers or to conclude international conventions and treaties. Who is dominant in power and who will prevail in shaping the general policy of the state as the responsible in front of parliament.

ثنائية السلطة مستوحاة من النظام البرلماني، فألى جانب رئيس الدولة هناك حكومة تتمتع بصلاحيات دستورية واسعة تمكنها من رسم السياسة العامة للدولة وتسيير شؤونها وتعد الحكومة مسؤولة امام البرلمان، ان من صلاحيات كل من رئيس الجمهورية ورئيس الوزراء تختلف باختلاف دستور كل دولة، بعض الدول تضع رئيس الدولة موضع المهيمن على السلطة التنفيذية، تكون هذه الهيمنة محددة بالدستور، منها ان رئيس الجمهورية هو القائد العام للقوات المسلحة، له سلطة تعيين الوزراء او عقد الاتفاقيات والمعاهدات الدولية، كذلك انه يمتلك صلاحيات تشريعية، والبعض الاخر يضع رئيس مجلس الوزراء موضع المهيمن على السلطة وهو من تكون له الغلبة في رسم السياسة العامة للدولة باعتباره المسؤول عنها امام البرلمان.} }
