But the will of the five superpowers, especially during the Cold War, prevented passing such a resolution approving the amendments to the charter of the Organization except for the amendment approved in 1963.The post-cold war era witnessed remarkable efforts in the re-examination of the composition of the Council Security, by the research and study committees formed within the framework of the Organization. In addition, the international efforts have led to the introduction of several formulas for the development of the organizational structure, foremost of which is the Committee of Experts set up by former Secretary-General Kofi Annan in late 2004.Accordingly, the research hypothesis is based on the fact that the unilateral domination of the United States over the Security Council and its unilateral decision during the post- cold war. In addition to the emergence of new threats to international peace and security, such as terrorism, poverty, epidemics and climate change. Moreover, the current composition of the Security Council does not cope with the shifts in the balance of international powers, by shortening the permanent and non-permanent membership to a limited number of States. The necessity to widening the membership is manifested to ensure equitable representation of the various continents and regions of the world through greater participation in international decision-making.

دأبت الجماعة الدولية منذ تأسيس الأمم المتحدة, من أجل توسيع العضوية في مجلس الأمن سواء أكانت المقاعد الدائمة أم غير الدائمة. لكن إرادة الدول الخمس الكبرى لاسيما خلال حقبة الحرب الباردة كانت تقف حائلاً دون اصدار قرار بالموافقة على اجراء التعديلات على ميثاق المنظمة باستثناء التعديل الذي تمت المصادقة عليه في عام 1963. وقد شهدت حقبة ما بعد الحرب الباردة جهوداً ملحوظة في مجال مساعي اعادة النظر في تشكيلة مجلس الأمن, من لدن لجان البحث والدراسة التي شكلت في اطار المنظمة. كما تطورت الجهود الدولية شطر طرح صيغ عدة لتطوير الهيكل التنظيمي في مقدمتها لجنة الخبراء التي شكلها الأمين العام الاسبق كوفي انان أواخر عام 2004. لذلك استندت فرضية البحث إلى, أن الهيمنة الاحادية للولايات المتحدة على مجلس الأمن وانفرادها بالقرار الدولي خلال حقبة ما بعد إنتهاء الحرب الباردة, وبروز تهديدات جديدة للسلم والأمن الدوليين مثل الارهاب والفقر والاوبئة والتغيير المناخي, إضافة إلى عدم مسايرة تشكيلة مجلس الأمن الحالية للتحولات في موازيين القوى الدولية, بقصر العضوية الدائمة وغير الدائمة على عدد محدود من الدول, طرحت الحاجة لتوسيع العضوية من أجل ضمان التمثيل العادل لمختلف قارات واقاليم العالم من خلال توسيع المشاركة في أتخاذ القرار الدولي.من أجل ذلك تألف البحث من ثلاثة مباحث: تناول المبحث الأول التطور التأريخي لجهود توسيع العضوية, أما المبحث الثاني فقد تناول الأسباب الدافعة لتوسيع العضوية في المجلس, فيما تناول المبحث الثالث أهم طروحات توسيع العضوية.} }
