لا نأتي بجديد إذا ما قلنا ابتداءً، إِنَّ الفكر السياسي قد ساده منذ القدم ظهور نظريتين مختلفتين في تحديد شرعية السلطة (أي مصدرها) وتقييم طبيعتها وهما:
(النظرية الثيوقراطية) و (النظرية الديمقراطية)(1) اللتان تذهب الأولى منهما إلى أَنَّ (الله هو مصدر السلطة) وإليه يعود اختيار الحكام، اختياراً إلهياً (مباشراً أو غير مباشر). هذا الاختيار هو الذي أسبغ على السلطة شرعيتها الثيوقراطية، وأسبغ على الحاكم صفة كونه (خليفة الله) في الأرض، ويتمتع بهذا (الحق الإلهي) المقدس لأَن تكون طبيعة سلطته سلطة دينية ويمسك بيده السلطتين: الدينية والدنيوية-معاً-.
بينما تذهب النظرية الثانية إلى أَنَّ (الشعب هو مصدر السلطة) وإليه يعود اختيار الحكام اختياراً شعبياً (مباشراً أو غير مباشر). هذا الاختيار هو الذي أسبغ على السلطة شرعيتها الديمقراطية، وأسبغ على الحاكم صفة كونه (وكيل الشعب) ويتمتع بهذا (الحق الطبيعي)، لأَن تكون طبيعة سلطته سلطة دنيوية (زمنية ـ مدنية)، ويمسك بيده السلطة الدنيوية ، دون السلطة الدينية التي هي بيد رجالها.
وقد تسربّ تأثير هذه النظريات إلى الفكر السياسي العربي ـ الإسلامي، حتى أضحت منطلقاتها الأساسية قريبة إلى منطلقات النظريات السياسية العربية الإسلامية أو شكل معدل منها.
صحيح أَنَّ نظرية الحق الإلهي، في الحضارة الإسلامية في النصف الثاني من القرن الأول الهجري قد اختلفت اختلافاً أساسياً عن نشأة هذه النظرية في الحضارة المسيحية في القرون الوسطى(2). كما أَنَّ نظرية الشورى الإسلامية، هي ـ الأخرى ـ في منطلقاتها ومبادئها، غير نظرية الديمقراطيات الغربية أو حتى المعاصرة.
بيد أَنَّ، هذا الوضع لا يمنع من القول: إِنَّ بعض الصور والمقولات الوافدة منها، قد دخلت النظرية السياسية العربية ـ الإسلامية.
والمتتبع للجذور التاريخية لنظريات السلطة في الإسلام سيكتشف بلا أدنى صعوبة ، إِنَّ حجة عمر  التي أطلقها في سقيفة بني ساعدة لمناصرة بيعة أبي بكر  (وأعني بها قولته : لقد رضيك رسول الله  لديننا ، أفلا نرضاك لدنيانا(3) ؟ قد فسّرها البعض ـ كفرقة البكرية القائلة بالنص الخفي على أبي بكر ـ إِنَّها دليل على القول بـ(الحق الإلهي غير المباشر). كما هو شأن بعض الصحابة كـ (غويم بن ساعدة) في اتخاذ هذا التأمير لأبي بكر في الصلاة دليلاً على إمامته للمسلمين عندما قال: (فو الله ما هلك رسول الله  حتى عرفنا أَنَّ أبا بكر خليفة)(4). وهذا نفسه هو اعتقاد بعض الصحابة القائلين لأبي بكر ـ ولعمر من بعد ـ أَنَّك (خليفة الله).
صحيح إِنَّ رفض أبي بكر وعمر هذا التلقيب، وقبولهما بألقاب أخرى كـ(خليفة رسول الله) و (أمير المؤمنين) لدليل على رفضهما هذا الحق الإلهي(5) في مقابل قبولهما بالحق الطبيعي.
بيد أَنَّ بذرة هذا الاعتقاد، كما لاحظنا، كانت موجودة عند بعض الصحابة وتوضحت أكثر عندما تحدث الخليفة الثالث عثمان  عن الخلافة باعتبارها قميص قمصه الله له (6)، ورفض حق الأمة في طلب عزله وخلعه، وهو الذي أثر عنه التلقّب بلقب (خليفة الله). حتى سلك الأمويون من بعده ذلك المسلك . فمعاوية يقول : (الأرض لله .. وأنا خليف الله)(7) وهو نفس مسلك العباسيين من بعده. فالمنصور العباسي كان يسمي نفسه (سلطان الله على الأرض)(8).
ويبدو أَنَّ روح نظرية الحق الإلهي ليست سارية بين بعض الصحابة والخلفاء فحسب ، بل وسارية بين عامة علماء المسلمين ـ كما يقول الشيخ علي عبد الرازق (9) ـ في طبيعة أفكار معاصره الشيخ أبو الأعلى المودودي(10) وغيره من العلماء(*).
إِنَّ أقوال الخلفاء هذه، بل وأقوال هؤلاء العلماء هي التي أوحت لبعض المفكرين والكتاب، القول، إِنَّ نظام الدولة الإسلامية، لا يدخل في عداد النظم الديمقراطية، بل، في عداد النظم الثيوقراطية(11).
والحقيقة إِنَّ أقوال هؤلاء الخلفاء، وإِن لم تأخذ طابع التنظير الواسع، وإِنَّ هذا الوضع الاستثنائي لم يكن قاعدة يمكن الاستناد عليها لاستنتاج حكم، من أَنَّ طبيعة الدولة العربية ـ الإسلامية ، كانت طبيعة ثيوقراطية وإِنَّ سلطتها كانت سلطة دينية، كما يقول هؤلاء الكتّاب(12). فإنها قد أخذت هذا الطابع الفكري والعقيدي ـ بعد ذلك ـ على أيدي الشيعة، فيما عرف بـ (نظرية النص في الإمامة) في مقابل (نظرية الاختيار في الخلافة) عند أهل السنّة والجماعة وغيرهم
