After Berlin Conference held on 1884-1885, it succeeded in extracting the territory of Western Somalia and included it within its territory for the region has mineral wealth such as silver, copper and iron, as well as its fertile land for grazing, which led to the entry of the two countries in two wars during the years 1964 and 1978 .It did not achieve either of their political and military objectives, on the contrary, they have deteriorated the political situation in both countries and have destabilized the Horn of Africa, by allowing regional and international powers to intervene in order to put an end to the political differences between the two countries which were clarified during the rule of presidents who came after each other in both countries

سعت اثيوبيا الى اتباع سياسة توسعية في منطقة القرن الافريقي، وقد التقت أهدافها مع أهداف الاستعمار الأوربي، اذ تمكنت وبعد انعقاد مؤتمر برلين عام 1884 – 1885 من انتزاع اقليم الصومال الغربي وضمه تحت لوائها. لما يتمتع به الاقليم من ثروات معدنية كالفضة والنحاس والحديد، فضلاعن أراضيه الخصبة الصالحة للرعي مما أدى ذلك الى دخول البلدين في حربين خلال الاعوام 1964 و1978، ولم تحقق اي منهما أهدافها السياسية والعسكرية، بل العكس فقد ادت الى تدهور الاوضاع السياسية في كلا البلدين. ومن ثم زعزعت الاستقرار في منطقة القرن الافريقي، وذلك من خلال السماح للقوى الاقليمية والدولية بالتدخل من أجل وضع حد للخلافات السياسية بين البلدين والتي وضحت معالمها خلال حكم الرؤساء الذين تعاقبوا على حكم كلا البلدين ER -
