The American occupation of Iraq in 2003 came to impose on Iraqis misconceptions that will not be easy to eliminate, including quotas, which are the most dangerous types of sectarian-national succession and inheritance, as well as the negative political practice among political blocs and parties that used exclusionary and authoritarian methods to achieve narrow immediate goals and electoral goals unfamiliar in democratic systems, lack of recourse to the constitution, and the ruling elites 'lack of respect for their voters' demands and aspirations Post-2003 Iraq suffers from the crisis of implementing and respecting the constitution, as well as a negative relationship among active state institutions that left their mark on the political process in Iraq. عندما نتعرض الى ديكتاتورية الفرد في العراق، لابد من الحديث عن البذرة الأولى التي زرعتها بريطانيا في القانون الأساسي لعام 1925، والصلاحيات الواسعة التي منحت إلى الملك (فيصل بن الحسين) وذلك لغايات معلومة, منها تثبيت مصالح بريطانيا في العراق والحصول على امتياز. ثم ترسخت تلك الديكتاتورية وحكم الفرد في النظم الجمهورية المتعاقبة التي استمرت من عام (1958-2003). وجاء الاحتلال الأميركي للعراق عام 2003، ليفرض على العراقيين مفاهيم خاطئة لن يكون من السهل ازالتها منها المحاصصة التي تعد أخطر أنواع الأستيراث والتوريث الطائفي- القومي, فضلاً على الممارسة السياسية السلبية بين الكتل والاحزاب السياسية التي استعملت أساليب اقصائية وأساليب استبدادية لتحقيق أهداف آنية ضيقة وغايات انتخابية غير مألوفة في النظم الديمقراطية، وعدم الاحتكام إلى الدستور وعدم احترام النخب الحاكمة لأرداه ناخبيها وتطلعاتهم. إن عراق ما بعد 2003 يعاني من أزمة تطبيق الدستور واحترامه، فضلاً عن علاقة سلبية بين مؤسسات الدولة الفاعلة التي تركت بصماتها على العملية السياسية في العراق، انسحب ذلك على الكتل والأحزاب السياسية، وبات معدوماً في الدورة الحالية، هامش التوافق بين البرلمان والحكومة. مما خلق نوع من الفوضى السياسية وتعطيل لعمل السلطة التشريعية والتنفيذية, جعلت من يعتقد إن الديكتاتورية هي الحل لمشاكل العراق في محاولة لتجاوز الازمات السياسية، وهذا ما فرضته طبيعة الانظمة الديكتاتورية التي مرت على العراق، والتي نجد أثارها بين الاحزاب والقوى السياسية التي تتصدر العملية السياسية, سواء في ممارساتها الاستبدادية داخل المؤسسة الحزبية أو في العلاقة البينية.} }
