The Saudis viewed the political change that Iraq witnessed after 2003 as a threat to the security of the regime and the future of the ruling family.

يشكل العراق أحد أهم القوى الرئيسة في النظام الإقليمي الخليجي، أنه ذو طموح لا يتوقف عند تعزيز مكانته الخليجية، بل يتعداه إلى الرغبة في أن يكون مركز السياسة العربية، وهو ذات الهدف الذي تسعى إليه السعودية، لذلك نجد أن عامل الشك والريبة كان حاضراً في علاقتها بالعراق، عبر المراحل المختلفة من تاريخ العراق السياسي، منذ تأسيس الدولة العراقية الحديثة عام 1921، وعلى الرغم من التحسن الذي طرأ على العلاقات بين البلدين، خاصة إبان الحرب العراقيةـــــــ الإيرانية، إلا إن عامل الشك والريبة، ظل مسيطراً على سياسات كل طرف تجاه الآخر، فقد نظر السعوديون إلى التغير السياسي الذي شهده العراق بعد عام 2003، على أنه تهديد لأمن نظام الحكم ومستقبل العائلة الحاكمة.
