Achieving the economic stability of requires the sufficient financial resources to finance productive investment and contribute to raising the rate of growth. The FH puzzle (Feldstein & Horioka, 1980: 314-329) on the role of foreign capital in addressing the savings-investment gap has occupied a wide area of debate and debate among many economic thinkers and each has their own views of who leads the development process, are they the resources that The country acquires it locally or external flows, and which is more influential in local investments, which paved the way for the emergence of many ideas and applied developments to test the validity of this dilemma by explaining the transfer of international capital between countries. The research deals with the problem of increasing capital flows internationally across countries, because of its positive effects on the economy as it enables decision makers to allocate resources more efficiently, and to give more scope to manage risks and respond to external shocks. On the other hand, recent opinions have emerged against it, indicating that the increase in the movement of foreign capital may increase the possibility of sudden repercussions in capital flows that destabilize economies and cause financial crises, for example, the Asian crisis in 1997 and the Turkish crisis in 2002 and the global crisis 2008. In this paper, we have reexamined the long and confusing relationship between domestic savings and investments in twelve OECD countries (Denmark, Finland, France, Germany, Greece, Italy, the Netherlands, Spain, Sweden, Switzerland, Turkey, the Kingdom) US) using double data models for the period 1980-2018 and using the Generalized Placement Systems (SYSGMM) method (Arellano & Bover, 1995: 29-51) and the results showed that they are fully consistent with subsequent studies and contrary to the FH hypothesis.

تتفق معظم الدراسات الاقتصادية الحديثة على أن الادخار المحلي والاجنبي أساس النمو والتطور الاقتصادي في أي دولة متقدمة ام ناميه. كما أن تحقيق الاهداف الاقتصادية للبلد يتطلب توفير موارد مالية كافية لتمويل متطلبات الاستثمار المنتج ورفع مساهمته في الانتاج، ولبلوغ هذا الهدف ينبغي إرساء سياسات اقتصادية محكمة لاستغلال كل الوسائل التي من شأنها مضاعفة المدخرات المحلية والاجنبية. لقد شغل لغز FH (Feldstein & Horioka, 1980: 314-329) حول دور رأس المال الأجنبي في معالجة فجوة الادخار-الاستثمار حيزاً واسعاً من الجدل والنقاش بين العديد من المفكرين الاقتصاديين ولكل منهم آراؤه الخاصة حول من يقود عملية التنمية، هل هي الموارد المحلية ام التدفقات الخارجية وايهما أكثر تأثيراً في الاستثمارات المحلية، مما مهد لظهور العديد من الأفكار والتطورات التطبيقية لاختبار صحة هذه المعضلة من خلال تفسير انتقال رؤوس الأموال الدولية بين الدول. يتناول البحث مشكلة تزايد تدفقات رأس المال دوليا عبر البلدان، لما له من تأثيرات إيجابية على الاقتصاد إذ يمكّن صانعي القرار من تخصيص الموارد بشكل أكثر كفاءة وإعطاء مجال أكبر لإدارة المخاطر والاستجابة للصدمات الخارجية. من جانب اخر ظهر في الآونة الأخيرة اراء مضادة تشير إن زيادة تنقل رأس المال الاجنبي قد تزيد من احتمال حدوث انعكاسات مفاجئة في تدفقات رأس المال التي تزعزع استقرار الاقتصادات وتتسبب في أزمات مالية، على سبيل المثال لا الحصر الأزمة الآسيوية في عام 1997 والازمة التركية 2002 والأمريكية 2008. يهدف البحث الى إعادة فحص العلاقة طويلة الأجل بين التدفقات الخارجية ودورها في معالجة معضلة FH وتقليص فجوة الادخار-الاستثمار في اثنى عشر دولة من دول منظمـة التعـاون والتنميـة الاقتصـاديـة وهـي (الدنمـارك، فنلنـدا، فرنسـا، ألمانيـا، اليونـان، إيطاليـا، هولنـدا، إسبـانيا، السويـد، سويسـرا، تركيـا، المملـكة المتحـدة) مستخـدما نمـاذج البيانـات المزدوجـة للفتـرة 1980-2018 ومسـتعينـا بطريقـة أنظمـة العـزوم المعممـة (SYSGMM) (Arellano & Bover, 1995: 29-51) وأظهرت النتائج توافقا كبيرا مع دراسة FH ،من ان رأس المال الأجنبي هو المحرك الأساسي للاقتصاد وان الفجوة محدودة جدا في عينة البحث.
