Legislative councils have the right to dismiss and withdraw confidence from them in light of parliamentary democratic systems and during the rule of President Abdullah al-Sallal since the Yemeni revolution on September 26. 1962 AD and until his removal from power on November 25, 1967 AD, no legislative council was established, whether by election or appointment, until President Abd Al-Rahman Al-Iryani issued Republic Decision No. (2) on the twenty-fifth of November 1968 to form the Interim National Council, which consists of four Members are elected by appointment. تعد المجالس التشريعية إحدى أهم الحلقات الأساسية في إدارة الدولة فهي المسؤولة عن تشريع القوانين وإضفاء الصفة الشرعية على الحكومة التنفيذية ومراقبتها ،وللمجالس التشريعية الحق في إقالتها وسحب الثقة منها في ظل الأنظمة الديمقراطية البرلمانية وخلال حكم الرئيس عبد الله السلال منذ قيام الثورة اليمنية في السادس والعشرين من أيلول عام 1962م وحتى إقصائه من الحكم في الخامس من تشرين الثاني عام1967م لم ينشأ أية مجلس تشريعي سواء بالانتخاب أو بالتعيين حتى أصدر الرئيس عبد الرحمن الارياني القرار الجمهوري رقم (2) في الخامس والعشرين من أيلول عام 1968م بتشكيل المجلس الوطني المؤقت الذي يتكون من خمسة وأربعين عضوا يتم انتخباهم بالتعيين، وتم تكليف لجنة خاصه تقوم باختيار الأعضاء من مختلف فئات الشعب ،ومن المهام الأساسية للمجلس الوطني المؤقت هو إعداد الدستور الدائم للجمهورية العربية اليمنية وقام المجلس بالإعداد للدستور وانتهى من اعداده في السادس والعشرين من أيلول عام1970م بعدها اجريت أول انتخابات برلمانية لمجلس الشورى الأول في الخامس والعشرين من شباط عام 1971م ،وعند وصول الغشمي للسلطة لم يوجد برلمان يشرعن وصوله للسلطة لذلك أصدر إعلانا دستوريا بتشكيل مجلس الشعب التأسيسي في السادس من شباط عام 1978م وكان من أهم مهام مجلس الشعب التأسيسي هو الإعداد لإجراء انتخابات مجلس الشورى الثاني وفي يوم السابع من تموز عام 1988م أجريت الانتخابات، وفي اتفاق إعلان الجمهورية اليمنية الذي عقد في صنعاء بين رئيسا الشطرين في المدة من التاسع عشر-الثاني والعشرين من نيسان عام1990م والذي يطلق عليه اتفاق السابع والعشرين من رمضان والذي نص على قيام مجلس النواب لدولة الوحدة الذي يتكون من أعضاء مجلس الشورى في الشمال وبدره يتكون من 159 عضوا ومجلس الشعب في الجنوب الذي يتكون من 111 عضوا فضلاً عن 31عضوا صدر بهم قرار رقم (4) في 24آيار 1990م من مجلس الرئاسة ،وبذلك يكون مجموع عدد أعضاء برلمان الجمهورية اليمنية 301 من الأعضاء} }
