This necessitated, amongother things, the expansion of agricultural productive capacity, thusactual agricultural production, not only to feed the rapidly increasingpopulation as well as supplying the other sectors with agriculturalinputs, but to avoid the possible worsening of the problem of priceinflationand current account deficit in Turkey. The growingpopulation base, and the associated developmental efforts conductedby the Turkish government in the recent past, at present, and in theforeseeable future all are associated with a given average annual flowof the Euphrates–Tigris rivers (within Turkey) of no more than 55billion cubic meter. Based on this fact, and other data, the authorargues that - in the absence of a binding water sharing and water* Ph.D. in Economics, University of Southampton, U. K.(12 ) مركز الدراسات الإقليمية دراسات إقليمية 5management agreement of the Euphrates-Tigris flow betweenTurkey and Iraq – if Turkey were to go ahead with the Ilisu dam,along with the other components of the GAP, the combined averageannual flow of the Euphrates-Tigris rivers would be reduced, at theIraqi borders, to some 40% of the 1960-1970 average flow. The mainconclusion of this study is, therefore, as follows: in the absence of theaforementioned agreement, the construction of Ilisu dam, along withthe other components of GAP, may enable Turkey to achieve a sortof sustainable agricultural and economic development. من الزاوية الاقتصادية, يمكن القول أن مشروع سد اليسو ومعه المكونات الأخرى لمشروع GAP لا يخرج عن كونه استجابة منطقية للزيادة السكانية التي شهدتها تركيا خلال الفترة 1950– 2006 وتشهدها الآن؛ جنباً إلى جنب مع الجهود التنموية التي بذلتها وتبذلها الحكومة التركية لاستيعاب الأعداد المتزايدة للقوى العاملة الداخلة إلى سوق العمل، والتخفيف من حدة التفاوت الدخلي والمعيشي السائد في إقليم جنوب شرق الأناضول وبين هذا الإقليم والأقاليم التركية الأخرى. وقد استوجب ذلك، من بين الأشياء الأخرى, زيادة الطاقة الإنتاجية الزراعية ومن ثم الإنتاج الزراعي الفعلي ليس فقط لإطعام الأعداد المتزايدة من السكان وتوفير مستخدمات الإنتاج الزراعية للقطاع الصناعي وقطاعات الاقتصاد التركي الأخرى، بل للحيلولة دون تفاقم مشكلتي تضخم الأسعار والعجز في ميزان الحسابات الجارية التركي. هذه الزيادة السكانية والجهود التنموية التي صاحبتها حدثت، وتحدث الآن، في ظل معدل تدفق سنوي لنهري دجلة والفرات – ضمن الحدود التركية – لا يتجاوز 55 مليار متر مكعب. بناء على ذلك، وعلى معلومات إحصائية أخرى، يرى الباحث أن مضي الحكومة التركية قدما في إنشاء سد اليسو ومعه المكونات الأخرى لمشروع GAP يمكن أن يؤدي إلى اختزال معدل التدفق السنوي لمياه دجلة والفرات، عند الحدود العراقية – التركية والحدود العراقية – السورية، إلى نحو 40% مما كان عليه خلال الفترة 1960-1970. وبناء على البيانات الإحصائية المتوفرة عن الموضوع، توصلت الدراسة إلى الاستنتاج الآتي: أن إكمال سد اليسو ضمن مشروع GAP الذي يُمكّن تركيا من تحقيق شكل من أشكال التنمية الزراعية والتنمية الاقتصادية المستدامة، يمكن أن يُحدث عكس ذلك في العراق... ومن شبه المؤكد أن يكون مشروع إعادة اعمار أهوار جنوب العراق أحد الضحايا المهمة لمشروع GAP. وقد تم اختتام الدراسة بمقترحات ثلاث.
