As the inefficiency of water management and increasing water deficit and the continuing deterioration of the quality of water resources over the past decades is characteristic of the Arab region, is expected to decrease the discharge of the Tigris and Euphrates rate (30-50%) during the next fifty years

تعد ألأدارة المتكاملة للموارد المائية ضرورة اساسية تسبق عملية التخطيط لأغراض التنمية المستدامة، اذ ان ألأعتماد على مصدر واحد للمياه لتلبية كافة ألأحتياجات تشكل خطرآ يهدد كل المشاريع التنموية خاصة في الأنهار العابرة للحدود والمشتركة بين اكثر من دولتين كما هو الحال لنهري دجلة والفرات في العراق الذي يقع في المناطق الجافة التي تقل فيها كمية التساقط. اذ ان عدم كفاءة ألأدارة المائية وزيادة العجز المائي واستمرار تدهور نوعية الموارد المائية خلال العقود الماضية هي من سمات المنطقة العربية، ومن المتوقع ان ينخفض تصريف نهري دجلة والفرات بنسبة (30 – 50) % خلال الخمسين سنة القادمة} }
