Nasir مهدي فليح ناصر الصافي PY - 2014 VL - IS - 23 SP - 68 EP - 89 JO - Journal of Al-Ma'moon College مجلة كلية المأمون SN - 19924453 27902544 AB - Iraq, at the beginning of the seventies of the last century used to gets arevenue water annual rate of (79.8) billion m / 3 which fell in the last decade of the century to 49 billion cubic meters / 3, and studies indicate that in the case of completing Turkish water projects or the so-called the project of south Eastern Anatolia (Cape)which will reduce Iraq's revenues to (14) 3 m for both rivers (Tigris and Euphrates) at a time when Iraq will need around 74 billion m in 3/2030. This would put in a very awkward position. It is noted that the Cape pogect is the second largest project in the world, that consists of 22 dams and 19 hydroelectric stations .The project costs about 32 billion dollars. The study aims to analyze the reality of Turkish water policy with afocus on the most important water completed projects and the objectives of these projects and their impact on water security draw a picture of the future of this policy The proposed study that Turkey pursues a Water policy with economic, political, social and security dimensiong. that have had adverse effects on Iraq and although negotiations lasted between the two countries for more than five decades and the signing of more than the understanding and agreement with Iraq, those understandings and agreements do not include the historical rights Iraq waters in the Tigris and the Euphrates. The study reached some conclusions, notably that successive Turkish governments have given great attention to water projects and even linked the fate of these projects to their future political and electoral programs, and thus achieved a number of objectives, ignoring the Iraqi water rights.

كان العراق في بداية سبعينيات القرن الماضي يحصل على إيراد مائي سنوي يقدر ب(79.8) مليار م /3 انخفض في العقد الأخير من القرن ذاته إلى (49) مليار م/3، وتشير الدراسات إلى انه في حال اكتمال المشاريع المائية التركية وفق ما يعرف بمشروع جنوب شرق الأناضول (الكاب) ستنخفض ايرادات العراق إلى (14) مليار م /3 لكلا النهرين (دجلة والفرات ) في الوقت الذي سوف يحتاج العراق إلى نحو (74) مليار م/3 عام 2030 وهو ما يضعه في وضع حرج للغاية . ويذكر إن مشروع الكاب هو ثاني أضخم مشروع مائي في العالم إذ يتكون من (22) سداً و(19) محطة كهرومائية وتبلغ تكاليف المشروع نحو (32) مليار دولار. تهدف الدراسة إلى تحليل واقع السياسة المائية التركية مع التركيز على اهم المشاريع المائية المنفذة والأهداف المتوخاة من تلك المشاريع وانعكاساتها على الأمن المائي العراقي مع رسم صورة لمستقبل هذه السياسة.وقد افترضت الدراسة أن تركيا تتبع سياسة مائية ذات أبعاد اقتصادية وسياسية وامنية واجتماعية تركت آثاراً سلبية على العراق وعلى الرغم من المفاوضات التي ابتدأت بين الدولتين منذ أكثر من خمسة عقود وتوقيع تركيا لأكثر من تفاهم واتفاق مع العراق ،إلا أن تلك التفاهمات والاتفاقات لم تضمن الحقوق التاريخية للعراق بمياه نهري دجلة والفرات .توصلت الدراسة إلى استنتاجات أبرزها ان الحكومات التركية المتعاقبة قد أولت المشاريع المائية اهتماماً كبيراً حتى ربطت مصير تلك المشاريع بمستقبلها السياسي وبرامجها الانتخابية ،وبالتالي حققت جملة من الأهداف متجاهلة حقوق العراق المائية.
