Abstract

AbstractThe water considers one of the most important the life areas, whereas the life cannot continue without it, according to God saying((We made every living thing of water)) Al-Anbiyâ: The Prophets 21:30.The water as a renewable natural resources, the Prevailing belief has remained that it outside of the limited circle and reachable, resources varies from one region to another and from one country to another therfor al iraq. Turkey is the upstream State, therefore it have a strategic geographical advantage which it has full control over headwaters of the Tigris and Euphrates rivers, as well as Syria and Iran that flow from their lands the Tigris and Euphrates rivers, This threatens security and safety of the water resource because of non-commitment Riparian States with Iraq, according to the agreements signed between them on the sharing of waters of the two rivers. This it turn left a negative impact on agricultural production in Iraq, which began to recede due to decreasing amounts of available water and the appearance of the food gap. To reduce this gap,Iraq has adopted on external import to meet the needs of domestic consumption of major food commodities, which requires study of the problem and its external, internal and natural reasons of water policies of neighboring countries and deal with them through technical and economic suggestions which are based on it this study.The water problem is primarily a political problem, and it should be civilized solution through commitment to law of international rivers in order to achieve cooperation and stability for all of the riparian countries of Tigris and Euphrates rivers.
