Abstract

AbstractThe human development is the only way for developing countries in particular, for these countries suffer from a severe shortage of infrastructure and suffer from multiple problems such as unemployment, inflation and poverty beside the shortage of financial resources and the weakness of institutional and technical capacity of the private sector which requires the State to intervene through its general budget for. the treatment of these problems. Iraq does not differ much from the case of developing countries, despite possessing huge amounts of wealth and human wealth of arable land, fresh water, clean environment and huge oil wealth which qualify it to be in the ranks of developed countries, This wealth is called up by the political leadership in the past periods to achieve pure political objectives, and here became one job for the general budget and no more, namely, how to provide public funds to sustain the wheel of repeated wars which have resulted in the destruction of human wealth , the destruction of arable lands , drop of water , pollution of environment, and stark waste of oil wealth to turn Iraq from a country with a financial surplus to a country suffering from severe indebtedness, and also suffering from a sharp decline in the indicators of human development of education and health alike. The economic development is wasted which in turn affect the social development to classify Iraq currently under the so-called least-developed countries in the world, according to the standards currently used to measure the level of economic and social development of the peoples. The research starts from the premise that there are deficiency and variation in the size of the general budget spending on indicators of human development in Iraq during the period of study. The research has come to a number of conclusions, the most important of which are the low allocations of health and education from the general budget of the state because the subject of spending on health and education is not from the spending priorities of the budget compared to spending on defense, and it was based on a set of recommendations to provide the most important work on the development of education and health indicators in Iraq in quantity and quality to make it keep pace with the evolution in the other developed countries.
