Abstract

Abstract The People's Republic of China emerged in 1949 under communist rule. Its leaders tried to catch up with the world's major countries through several economic steps , but most of them ended in failure, especially in the early 1960s. The people suffered from the deterioration of the economic situation and the famine that led to the death of more than 30 million people, After the political changes that occurred in 1976 and beyond, the reformist movement within Deng Xiaoping's Communist Party came to power in China and began to adopt a new policy in dealing with economic and political issues at home and abroad and benefited from bitter past experiences and mistakes. On December 22, 1978, during the General Conference of the Communist Party, the beginning of the stage of reform and opening up. This was translated into the development of precise economic plans aimed at lifting the country out of its deteriorating reality and modernizing its communist experience and developing the Ten-Year Development Plan (1978-1988) And contributed to the increase in per capita income and the elimination of a large part of the unemployment that prevailed in previous years.
