Since beginning. Britain in its maritime policy depended on protecting and securing its internal and external communications as it was considered a controller of all seas in the world , but this quite position of the British Empire didn’t last because of rising French and Russian Navy powe and their adoption the policy of embarkir the building of navy ships amatter which caused fears and horror on Britisl Navy Admeralles and push them to face this trend through increasing naval expenditure and building developed navy ships .
