Abstract

This research aims to enlighten the employees of the public sector or the staff of the university service about recent updated legislations dealing with the staff of the university service and legal legislations, which is governing him, as well as comparative study between the law of governmental employee’s and public sector No.14 of 1991 and university service Law No. 23 of 2008.The laws defined the duties and rights of employees and the university service employee legislative texts. Therefore, we believe it is necessary to highlight the component authority for punishment disciplinary whether the ordinary employee’s or university service employees. This will comes from the comparison of Law No. 14 of 1991 and the university service Law No. 23 of 2008.We will discuss the issue in two sections:1-The first section: definition of the disciplinary authority.2-The second section: determine the competent authority that signee a tunable punishment under the Law No.14 of 1991 and Act 23 of 2008.
