Abstract

The Rise of Oil prices at the year of 1973, and its effect on oil producing countries leads to the interesting in the idea of revenue at the studies of economy in general, and to a less degree on the political of economy in general, and the relationship between the variable of the rental state and the variable of democracy has started. In Iraq, the nature of state and the kind of economy based on oil revenues instead of production, lead to the weakness of the democratic building and confusing in the political scene which became a phenomena since the change in 2003. Here we can say that in such society, there is no chance to build any democratic formula in the right way, because the contradictions between democracy and rental economy are so deep, since rental economies enhance autocratic symptoms in the political system as long as the state controls this revenue.
