النظام الإجرائي للاستجواب وأثره الدستوري

Abstract

Interpolation represents the most serious means of control over the activities of the government. Indeed, the Interpolation implies the accountability for the work of the government concerning one of its actions, or for a wrong or inadequate act done by one of its members. Since the right of the interpolation is one of the constitutional rights exercised by members of parliament over the work of the government and its organs, so the rules of interpolation should be regulated by internal regulations to ensure a clarification of its provisions and conditions. These constitute the whole procedural regime for interpolation. Interpolation is also subject to a group of regulatory conditions which should be observed in Parliament. Because of the seriousness of the interpolation and its accusatory nature, the constitutions and parliamentary regulations require a set of conditions and procedures for interpolation to be effective.
