Abstract

AbstractThe research aims to reach that how to achieve Organizational superioritythrough development of human capital and Belding the culture of employee'sexcellent performance . the Ministry of Oil in Baghdad Was selected to appliedthe field study. the field research problem was that there are Challenges facingthe Ministry of Oil such as Quickly to changes in the external environment andthe emergence of the knowledge economy which requires an administrationcapable of building a culture of excellence in employees performance andOrganizational superiority by developing Human capital. the questionnaire wasadopted as a main tool to collect data and information, and distributed to arandom sample of ( 86) managers. The research includes a set of assumptionsthat illustrate the correlation and effect relationships between variables. somestatistical methods was reached set of results Perhaps the most important humancapital is increasing its influence in Organizational superiority through themediation of performance Excellence' the most important recommendations isencourage innovation and new ideas and experience in the work for the purposeof obtaining new methods to solve problems and develop performance to reachexcellence.
