Abstract

The research studies the situation of the scientific research in the developyng countryes World. The efforts of research and development are centered in government centers (universities, research centers). The role of the private sector in funding and development of research is absent.Arabic scientific research is characterized by a decrease of its funding. The expenditure on the Arabic scientific research is lower than the acceptable world level (1% of the national income). This leads to deficiency in the infrastructure necessary for the scientific research, and consequently to the decrease in scientific productivity in the Arabic World.In developed countries , They realyzed that the success of the nation and ets greatness and excellence goes back to , Anakkak USA, Japan , China , Malaysia and the EU on R&D is around $ 417 bilion , has been estimated thelatharba. We also mentioned the factors that led the Arabic society to this current scientific level, and the difficulties that hinder the Arabic researcher, and limit his scientific productivity. The following are some of these difficulties: Shortage in financing and funding and Tere is no attention of the Arabic researcher and The political system and absence of clear scientific policies and strategies.Finally, we offer some recommendations that make the scientific research active and effective in all the sides of the Arabic daily life, to benefit the experyences of developed countryes in the localization of technology and development model of (Japan , China , Malaysia).
