Administrative Making Decisions of Multi-Criteria Assignment Using Goal Programming Method for viewpoint of Administrative leaders

Abstract

Decision-making is the essence of the administrative process and its means in achieving the objectives of service organizations or productivity, because the decision contributes mainly to enable them to carry out their administrative activities efficiently and effectively.The assignment process is one of the most important problems affecting the organizations performance because they determine the administrative composition of the organization. The majority of decision-makers in the higher managements of service or productive institutions rely on self-experience in making administrative decisions to fill the administrative positions of their institutions, and thus the loss of the resource and human potential of these institutions as well as the loss of opportunity to develop the performance of these institutions, which reflects on the quality level of services provided to peoples.The mathematical model formulated for goal programming method to assignment to assignment department heads for Imam Hussein Hospital. This model included from (307) basic variables and positive and negative division, (48) constraints and five criteria, that present viewpoint of Administrative leaders in health office Dhi-Qar are (scientific qualification, scientific specialization, administrative experience, job experience, and age group), the data were collected by questionnaire.
