معوقات قيام النظام الفيدرالي في العراق

Abstract

The Iraqi permanent constitution promulgated in 2005 had approved in its first article that the regime in Iraq is a federal system, which means the adoption of federalism as a way to manage the state, but the reality proved over the past few years, the difficulty of applying this system in Iraq at the present time because of the presence of many obstacles and problems faced by the application, and the most prominent of those obstacles is the nature of the relationship between the federal and provincial governments in the terms of reference between the bodies of power on both sides, and this could touch it is clearly in the relationship between the central government and the Kurdistan Regional Government and the differences that arise between them now and then and it may develop beyond and greater than the differences, and therefore the application of the federal system in Iraq under the conditions experienced by at the present time is difficult and carries many caveats, which calls for the need to exert all efforts at both the formal and informal sectors to address the obstacles that prevent the application of the Federal system successfully and positively in Iraq to be a model.
