Abstract

After increasing the wheel of progress obviously in recent years in all areas, especially in urban planning projects. This led to the increasing need for a scientific and developing method to organize data processing by choosing the optimized master plan for cities. So, the importance of the process of selecting the optimized master plan of economic, environmental and social because of the indirect contact with the people, so the need arises to seek for the best methods that assist in the evaluation and selection of urban planning projects and decision-making by selecting the optimized master plan. One of the methods is the Fuzzy AHP and Fuzzy TOPSIS. This research concentrates on Fuzzy TOPSIS technique which helps to make the best decisions through choosing the optimized master plan for cities. This research aims to evaluate the alternatives to master plan of cities and select the best ones. To achieve the objectives of the research, the data collected from the literature reviews that dealt with themes of urban planning and Fuzzy TOPSIS technique as well as the personal interviews with specialists. The results showed through the data analysis of the sample that the third alternative (Muqdadiyah urban and agricultural center) has received the largest relative importance compared to other alternatives. In the end, a set of conclusions and recommendations were drawn such as the absence of an administrative system capable of evaluating and selecting the optimized master plan with less time and cost. It was found through using the technical research that time and cost of the evaluation and selection obviously significantly were reduced among the alternatives.Corrosion inhibition of low carbon steel, stainless steel types 316 and 304 in hydrochloric acid by potassium iodide was investigated at different temperatures using weight loss and polarization electrochemical techniques

Abstract

In this research, that been focused on the most important economic benefits expected when applying the three standards of sustainability in construction projects (economic, environmental and social). Fuzzy AHP, a multi-decision decision-making technique for evaluating construction projects. Which when used we get the speed and accuracy in the results. Using this technique will reduce uncertainties decisions significantly (fuzzy environment), that found in most projects .The results of the data analysis showed that the economic standards take the greatest relative importance (60%) among the three sustainability standards. Therefore, the implementation of any standards need a cost so the economic benefit of any project is ranked first, before implementing any sustainable project.

في هذا البحث تم التركيز على اهم المنافع الاقتصادية المتوقعة عند الالتزام بتطبيق معايير الاستدامة الثلاثة في المشاريع الانشائية (الاقتصادية ,البيئية, الاجتماعية).حيث تم تطبيق تقنية التحليل الهرمي الضبابي ( Fuzzy AHP) وهي احدى تقنيات اتخاذ القرار المتعدد المعايير لتقييم المعايير الخاصة بالمشاريع الانشائية والتي عند استخدامها نحصل على السرعة والدقة في النتائج. وعند استخدام هذه التقنية سوف تقلل بشكل كبير قرارات عدم التأكد( البيئة الضبابية) الموجودة في اغلب المشاريع .وتشير نتائج تحليل البيانات ان معايير الاقتصادية تأخذ الاهمية النسبية الاكبر (60 % ) بين معايير الاستدامة الثلاثة ولذلك لان تنفيذ اي معايير من المعايير يحتاج كلفة لذلك تكون الفائدة الاقتصادية لأي مشروع بالمرتبة الاولى قبل تنفيذ اي مشروع مستدام.

Abstract

In this research, Fuzzy Analytic Hierarchy Process technique is applied (Fuzzy AHP) which is one of multi-criteria decision making techniques to evaluate the criteria for urban planning projects, the project of developing master plan of Al-Muqdadiyah city to 2035 has been chosen as a case study. The researcher prepared a list of criteria in addition to the authorized departments criteria and previous researches in order to choose optimized master plan according to these criteria. This research aims at employing the foundations of (Fuzzy AHP) technique in evaluating urban planning criteria precisely and flexible. The results of the data analysis to the individuals of the sample who are specialists, in this aspect. The land use criteria are more important than the rest of the criteria in these projects, where it received the relative importance with percentile (42.1 %).

في هذا البحث تم تطبيق تقنية التحليل الهرمي الضبابي ( Fuzzy AHP) وهي احدى تقنيات اتخاذ القرار المتعدد المعايير لتقييم المعايير الخاصة بمشاريع التخطيط الحضري وقد اختير مشروع تطوير التصميم الاساس لمدينة المقدادية للعام 2035كحالة دراسية. قام الباحث بأعداد قائمة من المعايير بالإضافة الى معايير الدوائر المختصة والبحوث السابقة لكي يتم اختيار المخطط الاساس الامثل وفق هذه المعايير. يهدف هذا البحث الى توظيف اسس تقنية (Fuzzy AHP) في تقييم معايير التخطيط الحضري بشكل دقيق ومرن .وتشير نتائج تحليل البيانات لأفراد العينة من ذوي الاختصاص في هذا المجال ان معايير استعمالات الارض هي اكثر اهمية من بقية المعايير في هذه المشاريع حيث حصل على اهمية ((42.1%.
