Investors accounted the concept of quality at various levels of management in the interest of organizations, including the general public education institutions and to the importance of quality as competitive weapons, which included the organization of theoretical vision and operational application in schools, including the Kirkuk Education Directorate.I've indicated study I mentioned to researchers during the period that there is a gap between the actual reality of the schools and the philosophy of the quality of working life and the quality of the performance and the application of standards, so the goal of research to provide a model for indicators core performance and try to test it down to a specific arrangement for those schools under its performance.The research found a set of conclusions the most important acquisitions dimensional (organizational justice, physical working conditions, social conditions of work, organizational trust, appreciation moral), standards (the results, focusing on human resources, school leadership, measurement, analysis and knowledge management) in building a model of performance indicators substantial, and recommended Seathan need to use indicators correctly so that those concerned to monitor the status of public education in Iraq to assess the strengths and weaknesses, so as to provide for comparison with contemporary education systems basis, as researchers recommended to take advantage of the form to create a spirit of competition among public schools in each province through the development of quality Awards given annually to schools that characterized the application of indicators.

استحوذ مفهوم الجودة على اهتمام مختلف المستويات الإدارية في المنظمات بعامة ومنها مؤسسات التعليم العام وذلك لأهمية الجودة بوصفها من الأسلحة التنافسية تضمن المنظمة من خلالها الرؤية النظرية والتطبيق العملياتي في مدارسنا ومنها مديرية تربية كركوك.لقد اشرت الدراسة الاستطلاعية للباحثين أن هناك فجوة بين الواقع الفعلي للمدارس وفلسفة جودة حياة العمل وجودة الأداء وتطبيق معاييرها، لذا هدفت الدراسة الى تقديم نموذج لمؤشرات الأداء الجوهرية ومحاولة اختباره وصولاً إلى ترتيب محدد لتلك المدارس وفقاً لأدائها.وتوصلت الدراسة الى مجموعة من الاستنتاجات اهمها استحواذ الابعاد (العدالة التنظيمية، وظروف العمل المادية، وظروف العمل الاجتماعية، والثقة التنظيمية، والتقدير المعنوي)، والمعايير (النتائج، والتركيز على الموارد البشرية، والقيادة المدرسية، والقياس والتحليل وادارة المعرفة) في بناء نموذج لمؤشرات اداء جوهرية، وأوصى الباحثان ضرورة استخدام المؤشرات على نحو صحيح لكي يتمكن المعنيين من رصد حالة التعليم العام فى العراق للوقوف على نواحي القوة والضعف، بما يوفر أساساً للمقارنة مع نظم تعليم معاصرة، كما أوصى الباحثان بالاستفادة من النموذج في خلق روح التنافس بين مدارس التعليم العام في كل محافظة من خلال وضع جوائز للجودة تمنح سنوياً للمدارس التي تميّزت في تطبيق المؤشرات.

The objective of this study was to identify the obstacles facing the implementation of quality management standards in the second and third Rasafa educational directorates hence to suggest the appropriate solutions. All fourty two administration supervisor of both Rasafa Educational directorates were selected to be the sample of this study. Data for this study were collected through a questioner prepared by both researches for this purpose. An appropriate statistical tools were used for the analysis of the results achieved in this study. The study has come out with number of findings, most of which confirmed the existence of real obstacles face the implementation of quality management standards such as lack of knowledge and experience in the mechanism of implementing quality programs amongst school principals and teaching staff. Based on the results achieved in this study, researchers suggested number of recommendations, the most important of which is the development of training programs to all school teaching staff and providing the required financial support for the implementation of the quality systems.

تهدف الدراسة الى تحديد المعوقات التي تواجه تطبيق معايير ادارة الجودة في مديريتي تربية الرصافة الثانية والثالثة واقتراح الحلول المناسبة لها. إذ تم تحديد المشرفيين الإداريين والذين يبلغ عددهم أثنان وأربعون مشرفاً وتم اختيارهم ليكونوا عينة الدراسة، تم جمع المعلومات من خلال إعداد استبانة من قبل الباحثين وتم استخدام الادوات الاحصائية الملائمة لتحليل النتائج التي تم استحصالها في هذه الدراسة ، خلصت الدراسة الى عدد من النتائج لعل من أهمها تأكيد وجود معوقات حقيقية تواجه عملية تطبيق معايير ادارة الجودة اهمها قلة المعلومات والخبرة في امكانية تطبيق برامج الجودة بين مدراء المدارس والكوادر التدريسية فيها .بناءاً على النتائج التي تم الحصول عليها أقترح الباحثون عدد من التوصيات والتي من أهمها هو تطوير برامج تدريبية لكافة الكوادر التدريسية فضلاً عن توفير الدعم المادي اللازم لتحقيق متطلبات الجودة .

The problem Concentrates on the recording of information ,the difficulties in the organization abilities for accounting information from point of view of the information availability on request ,their precision and the relevant time of retrieval . The study aims at : the measurement of the efficiency of the accounting information from the point of view of their quality , diagnosing the reasons behind the decreasing in the quantity of information and display the level of information to enhance the decision makers . The study adopted the American Finance standards Bureau which constructs of 48 standards for measurement .

تكمن مشكلة الدراسة بوجود مشاكل متعددة في الاقسام المحاسبية ترتبط بتسجيل المعلومات ووجود صعوبات في القدرات التنظيمية للمعلومات المحاسبية من حيث توفير المعلومات عند حلها بالعمل بالشكل المناسب و الوقت المناسب , مع وجود ضعف في دقة المعلومات عند استرجاعها . وهدفت الدراسة الى : قياس كفاءة المعلومات المحاسبية بالاستناد الى نوع الخاصية المستخدمة في قدرتها التنظيمية , وتثبيت اسباب قلة كفاءة المعلومات في اقسام المحاسبية , وتوضح مستوى الدعم المعلوماتي لمتخذ القرار . لقد اعتمدت الدراسة على الخصائص النوعية للمعلومات المحاسبية التي حددها مجلس معايير المحاسبية المالية الامريكي FASB والذي يتكون من 48 فقرة اساسية للقياس.

The study seeks to diagnose the fundamental criteria that must be the focus of management model health centers in the evaluation of services and stand on the reality of the conduct of services provided to citizens by the centers. The study relied on a method of case study and to achieve its goals was the development of a checklist included (7) Head of Standards (Family Medicine, administrative indicators, medical units, Unit laboratory, radiology unit, unit pharmacy, hotel services) falls under each criterion standard measurement indicators. It included a study (5) model health centers in the province of Kirkuk. Results of the study showed that the highest percentage assessment of the health services to the fourth quarter of 2015 the level of the share of the pilgrims center compared to other centers under study, while the lowest percentage evaluation of the share Wasti Center, the highest evaluation standards at the level of the centers as a whole is standard indicators Management has received the highest rate applied in most of the centers, while the standard radiology unit has received the lowest evaluation on the level of most of the centers under study, while the highest proportion of evaluation at the level of the four seasons of the year in 2015 was the share of pilgrims center, and the lowest percentage assessment share Wasti center. The study made a number of proposals was the most important, is to provide high quality health services should be provided with the human, financial and material requirements for health centers.

تسعى الدراسة إلى تشخيص المعايير الجوهرية التي يجب أن تركز عليها إدارة المراكز الصحية النموذجية في تقييم الخدمات والوقوف على واقع سير الخدمات المقدمة للمواطنين من قبل المراكز. اعتمدت الدراسة على أسلوب دراسة الحالة ولتحقيق أهدافها تم تصميم قائمة فحص تضمنت (7) معايير رئيسة (طب الأسرة، المؤشرات الإدارية، الوحدات الطبية، وحدة المختبرات، وحدة الأشعة، وحدة الصيدلة، الخدمات الفندقية) يندرج تحت كل معيار مؤشرات قياس المعيار. إذ شملت الدراسة (5) مراكز صحية نموذجية في محافظة كركوك. أظهرت نتائج الدراسة أن أعلى نسبة تقييم إجمالي للخدمات الصحية على مستوى الفصل الرابع من سنة 2015 كان من نصيب مركز الحجاج قياساً بالمراكز الأخرى قيد الدراسة، في حين كان أدنى نسبة تقييم من نصيب مركز الواسطي، أما أعلى نسبة تقييم للمعايير على مستوى المراكز ككل فهو معيار المؤشرات الإدارية فقد حصل على أعلى نسبة تطبيق في أغلب المراكز، أما معيار وحدة الأشعة فقد حصل على أدنى نسبة تقييم على مستوى أغلب المراكز قيد الدراسة، في حين كانت أعلى نسبة تقييم على مستوى الفصول الأربعة لسنة 2015 كان من نصيب مركز الحجاج، وأدنى نسبة تقييم من نصيب مركز الواسطي. قدمت الدراسة عدداً المقترحات كان أهمها، لتقديم خدمات صحية عالية الجودة ينبغي توافر المتطلبات البشرية والمالية والمادية للمراكز.

ملخص البحثاحتوى البحث على المقدمة وأهمية البحث ،إن وضوح الهدف يؤدي الى السهولة في التحقيق مع ارتقاء المردودية، هذا ما يجب أن تتبناه القيادة التربوية كهدف اساسي واستراتيجي لها لتحقيق بأسلوب علمي دقيق يضمن الوصول إلى تلك الاهداف المستقبلية وعليه ترتبط الجودة الكشفية الشاملة بالتكيف الكشفي لفرق الكشاف المتقدم ابعض تربيات محافظات العراق , وان التكامل والتناسق العالي بين كل هذه يجعل الحركة الكشفية في اعلى مستوى منه. أما مشكلة البحث فتتلخص بأن الباحث يرى ما طبيعة العلاقة بين الجودة الكشفية الشاملة والتكيف لفرق الكشاف المتقدم وماهي نسبة مساهمة التكيف الكشفي في الجودة الكشفية الشاملة وهل يمكن التنبؤ بالجودة الكشفية الشاملة بدلالة التكيف الكشفي وتناول الباب الثاني المحاور الرئيسة ذات العلاقة بموضوع البحث إذ اشتملت على الجودة الكشفية الشاملة ومعاييرها العالمية وكذلك التكيف الكشفي قيد البحث، فضلاً عن الدراسات المشابهة , استخدم الباحث المنهج الوصفي باسلوب العلاقات الارتباطية الملائم لطبيعة وحل مشكلة البحث .اما عرض النتائج وتحليلها ومناقشتها لنتائج التوصيف الإحصائي لتوزيعات متغيرات البحثَ التكيف الكشفي ومعايير الجودة الكشفية الشاملة : ومن خلالها تم التوصل إلى تحقيق أهداف البحث .
