يتمحور مفهوم الإرهاب على أنه (العنف المنظم بمختلف أشكاله والموجه نحو مجتمع ما أو حتى التهديد بهذا العنف سواء أكان هذا المجتمع دولة أو مجموعة من الدول أو جماعة سياسية أو عقائدية على يد جماعات لها طابع تنظيمي بهدف محدد هو إحداث حالة من التهديد أو الفوضى لتحقيق سيطرة على هذا المجتمع أو تقويض سيطرة أخرى مهيمنة عليه).فيما يمثل التطرف العنيف فكرياً ودينياً التعصب لرأي صاحبه بصورة تجعله ينكر ويكفر آراء غيره دون التمعن في منطقيتها أو إعتدالها، فيجعل من رأيه سيفاً قاطعاً وسيداً لا منازع له فيما يوجه إليه حتى لو أُعيب عليه أو كشفت الآراء الأخرى عدم صوابه، ورغم ذلك يبقى هذا الرأي لصاحبه غير محاسب عليه أو مساءل عنه إلا إذا أقرنه بالفرض وبصورة العنف والقوة على سواه وبارتكاب ما يسبب الخوف والرعب وإلحاق الضرر بالغير وعندئذ يتحول بما فعل من شخص وفر له القانون حرية الرأي والاعتقاد إلى شخص يسائله القانون الجنائي تحديداً عما أرتكب وفقاً لرأيه المتعصب.والحقيقة أن مثل هذه الحالات وجدناها فيما يرتكبه إرهابي التطرف العنيف فكرياً و دينياً ممثلاً في ما يقوم به منتمو التنظيمات الإرهابية الحالية كالقاعدة وداعش وجبهة النصرة وبوكو حرام وغيرهم ممن على شاكلتهم.ولمواجهة خطر الإرهاب سابقاً ولاحقاً وخاصة بعد أحداث 11 أيلول/ سبتمبر 2001 في الولايات المتحدة كان مجلس الأمن قد أتخذ عدداً من القرارات التي وجد من الضروري تفعليها لمحاولة إحتواء هذا الخطر وآثاره بل ومكافحة سببه ومساءلة مسببه، لذا كان من نتائج قرارات المجلس تشكيل لجان فيه تعنى بتحقيق الغاية من قرارات مكافحة الإرهاب كالقرار رقم (1267) لعام 1999 والقرار رقم (1373) لعام 2001 والقرار رقم (1535) لعام 2004 والقرار رقم (1540) لعام 2004، ورغم شمولية غاية مكافحة الإرهاب في هذه القرارات إلا أنها عالجت بعض الأوجه المسببة للإرهاب أشخاصاً وتنظيمات وتركت للدول معالجة بعض أوجه الأسباب المؤدية لإرتكاب الأعمال الإرهابية والتي كان من ضمنها التطرف العنيف فكرياً ودينياً رغم أن كافة تلك القرارات أشارت إلى ضرورة التصدي للتطرف ذاك.مما نُشكله على تلك القرارات ذلك أن ترك محاربة التطرف العنيف للدول فكرياً ودينياً لن يكون بمستوى المطلوب فبعض تلك الدول هي من ترعى التطرف أصلاً وتوفر له كل الدعم ليتحول إلى أعمال مترجمة بالعنف، مع يقيننا بأن ترك محاربة التطرف العنيف المرتبط بالفكر والدين للدول وليس للجان مجلس الأمن لمكافحة الإرهاب قد جاء من الحرص على إحترام حرية الرأي والإعتقاد والدين التي وردت نصوص عديدة في القانون الدولي تؤكد على عدم المساس بها.وهنا ومن خلال هذا البحث سنحاول أن نكشف عن أهمية وحجم الدور الذي يمكن للجان مجلس الأمن المشكلة لمكافحة الإرهاب في مباشرة الإجراءات الواجبة لمحاربة التطرف العنيف كأحد الدوافع الرئيسية والخطيرة في إرتكاب الأعمال الإرهابية.
