Influence of Risks on Project Planning Decision

Abstract

In this research, a "Project planning / Risk analysis" model that consists of four modules has been developed to aid the decision-maker in planning different types of projects and analyze the risks. These modules are: Planning, Decision-Making Process 1, Risk Analysis, and Decision-Making Process 2.The model can be used to generate different scenarios of project plan according to the decision-maker's opinion in choosing the type of probability distribution, changing the probability/impact of the risk occurrences and/or changing the input values (time/cost) into the probability distribution. These scenarios will be resulted by Monte Carlo simulation as well as the application of qualitative techniques to assess risks and combining their probability of occurrence and impact, and quantitative techniques to numerically analyze the effect of identified risks. Moreover, it gives the decision-maker the ability of avoiding unexpected events through providing a futuristic look of the most project risky activities by implementing risk ranking matrix using heat map. The developed model will go through interrelating three software; Microsoft Project, Microsoft Excel and @Risk from Palisade.

Abstract

For achieving successful projects, effective planning and scheduling should be taken into consideration besides reaching an accepted balance among project objectives. As a result, this research focuses on attaining an effective balancing among a set of objectives that are time, cost, and number of laborers. The purpose of this research is to solve the problem of multi-objective project using multi-technique in a best possible way that accommodate with the nature of project activities. This aim is achieved by facilitating the accuracy of decision taking throughout choosing the best technique among group of techniques used in project planning and control these are; Gantt chart, crashing technique. These techniques are utilized to achieve many objectives. A new mixed approach named as Concurrency-Partitioning and Crashing Techniques (CPCT) has been suggested. In order to overcome the conflicting that might occurs among these objectives, Fuzzy Decision Support System (FDSS) is employed based on fuzzy Multi-Criteria Decision Making method (fuzzy MCDM). The results showed that mixed approach (CPCT) was the best one that achieved multi-objective with best balancing. Both of project time and cost have decreased by 19.5% and 2.6% respectively, while the total number of laborers had increased by 8.8%.

Abstract

The research has handled an important service sector in Iraq which is the municipals sector since it is connected directly and closely with the services presented to the citizens, and because the process of accomplishing the projects needs planning and scheduling for implementing these projects according to the available financial allocating and it was no choice but finding modern methods that help succeeding the processes of planning through making use of Geographic Information system (GIS) in providing the necessary information in scheduling the projects since it is considered as one of the tools that conveys the occurred in collecting the huge amount of the locative data related to the items of the essential design of the towns .The problem of the research was represented by the large shortage in the presentation of the municipal services especially (paving، cladding، and Flooring ) in addition to the retrogression of these services in the total essential design of the town of Hindia with the weakness of the established plans which demonstrates the course of the municipals and its future plans، which we can evaluate the performance of these municipals about the projects that are going to be accomplished during the coming periods with the concentration of providing the services to certain areas while neglecting the other areas. The research aims to prepare schedules and charts to the areas belong to the Hindia Town by using the Satellite pictures and treating and producing them with the possibility of diagnosis the level of services presented in each area that belongs to the town under consideration, which would help in making the right decision related to the execution of the projects in such a way that secures the prevention of interference with projects of other enterprises in the town. The research reached many conclusions such as the absence of general plan that can guide the municipal establishments in the Hindia Town because of the unavailability of the data related to the level of the services presented and the actual need for different areas in the town of these services. One of the recommendations of the research is the necessity of the good future planning for executing the public services projects in the town with the establishment of central an integrated information Bank for the geographical information and the updating it continually to be used by the municipal establishments and the other authorities related to the process of planning to the future projects.

تناول البحث قطاع خدمي مهم في العراق اليوم ألا وهو قطاع البلديات وكان لابد من إيجاد طرائق حديثة تساعد في نجاح عمليات التخطيط للمشاريع من خلال الاستفادة من نظم المعلومات الجغرافية (GIS) في توفير البيانات الضرورية لجدولة المشاريع، كونها تعد أحدى الأدوات التي تواكب التطور الحاصل في جمع الكم الهائل من البيانات المكانية المتعلقة بمفردات التصميم الأساس للمدن . تمثلت مشكلة البحث بوجود نقص كبير في تقديم الخدمات البلدية وخاصة (التبليط، والاكساء، الرصف) فضلاﹰ عن تردي وضع هذه الخدمات وضعف الخطط الموضوعة والتي توضح مسار عمل البلديات بالمستقبل، التي يتم من خلالها تقييم أداء هذه البلديات عن الاعمال التي تنجزها خلال الفترات القادمة مع تركيز تقديم الخدمات لمناطق معينة واهمال مناطق أخرى . يهدف البحث إلى إعداد جداول وخرائط للمناطق التابعة لقضاء الهندية باستخدام الصور الجوية ومعالجتها وإنتاجها مع إمكانية تشخيص مستوى الخدمات في كل منطقة من المناطق التابعة للمدينة مما يساعد في اتخاذ القرار السليم فيما يتعلق بتنفيذ المشاريع بشكل يضمن عدم التداخل مع مشاريع لدوائر أخرى. وتوصل البحث الى استنتاجات عدة منها لا توجد خطة عامة تعمل من خلالها الدائرة البلدية في قضاء الهندية بسبب عدم توافر البيانات عن مستوى الخدمات المقدمة والحاجة الفعلية للمناطق المختلفة في القضاء من هذه الخدمات . أما من التوصيات التي توصل اليها البحث، لابد من التخطيط المستقبلي الجيد لتنفيذ مشاريع الخدمات العامة للمدينة مع إنشاء بنك معلومات مركزي يتعلق بالمعلومات الجغرافية لتستخدم من قبل الدوائر البلدية والجهات المختصة والتركيز على تعزيز عملية تكامل البيانات بين الدوائر البلدية والخدمية الأخرى من خلال بناء قاعدة بيانات موحدة وتحديثها باستمرار .

Abstract

The most important features of our time is to compete and development in all fields of life, among the most important these fields is building and construction, although the important role that represents construction projects in real life, but it is exposed to a number of problems and most of these problems are the delay in the completion of the non-receipt of the project on schedule,The reasons for this delay were not to using the scientific planning and review the projects like the method of networking analysis. By this paper, we tried to show new technique to estimate the time of achievement of activities of the project depending on the properties of prime numbers for fuzzy network.

ان من أهم سمات عصرنا هذا هو التنافس والتطور في جميع مجالات الحياة، ومن بين أهم هذه المجالات هو مجال البناء والتشييد, فعلى الرغم من الدور الهام المتمثل بمشاريع البناء في الحياة العملية الا انها تتعرض لعدد من المشاكل ومعظم هذه المشاكل هو التأخير في انجاز المشروع في الموعد المحدد له, أسباب هذا التأخير لعدم استخدام التخطيط العلمي ومراجعة المشاريع مثل تحليل الشبكات , في هذا البحث استعراضنا اسلوب جديد مقترح في تقدير اوقات انجاز فعاليات المشروع معتمداً على خصائص الاعداد الاولية لشبكة الاعمال المضببة, ومقارنته مع اساليب اخرى وقد تعزز البحث بتنفيذ الاسلوب المقترح على حالة دراسية مستمدة من بيانات واقعية.
